Okay, the second question was just there to catch your attention but my answer is YES! Thankfully, I am at this stage of extreme comfort in applying liquid liners (all types and kinds) because I do so on a daily basis!

Application technique:

I like to start by drawing a line very close to the lashline as shown on photo below.

To create a wing, flip the pen and use the "sharp" side and gently draw a border and fill the rest of the color in.
